Somehow I’d never realised the jars could be uncompressed. I can be a bit slow. 
However, you’re right that does allow one potential solution. With a little tweaking there’s one that I think is even easier than yours (no image manipulation required), plus has a more noticeable effect. Basically editing the css colour for the header - I’ve opened a JIRA suggesting it as an improvement which details the file and line - http://jira.codehaus.org/browse/GEOS-5964

The downside of course is that like yours, it has to be re-implemented every upgrade (which we’re doing monthly currently). Hence the suggestion.
