I have to set up two or three Test-WMS with different kind of data.
So I was wondering if it was possible to configure two WMS instances on one Geoserver installation that have different kind of URLs and that will offer different kind of data?

No, we do not provide support for this kind of configuration.
Yet, if they do serve different kind of data, you can deploy
geoserver in your web container multiple times and effectively
have multiple separated geoservers working side by side.
Anyways, I'm curious. Can you describe your use case a little more?

I've had similar needs for testing/demo purposes. I needed a predictable
OGC compliant server and therefore needed to control the content. Also,
wouldn't it be appropriate to set up different WMS instances for data in
different regions of the world?

looking for something a bit equivilent to ArcIMS Map Services in which we
can set up as many as needed for different target data and configurations.
Multiple deployments would be ok if we only had need for a few, but it would
quickly become a management nightmare with dozens if not hundreds required.
We are trying to find options to work around the problem because apart from
a SOAP/WSDL interface for WFS Geoserver provides everything we need and
more.

Are you sure you can't differentiate your WMS service enough by looking it through different SLD's? But if you do need hundreds of separate WMS services then perhaps you could have a look on the UMN MapServer side, I believe it would be much easier to do there.
