Just created a test group layer with topp:states, img_sample and
tasmania state boundaries,
saved, works.
This is on Linux 64bit, using latest Chrome as the browser.

thanks for your reply…using IE10 tried it on AIX 6 with Weblogic 12c and also on Solaris Sparc with Weblogic 11gR1… I had to manually edit the XML file in data directory to add remove layers.

The browser in question is definitely untested, probably the OS + container
combination are as well...
Christian, I guess you are familiar with Websphere on AIX, happen to use
Weblogic as well?

I've been experiencing this issue too. The set-up I've been using is as
follows:
Windows 2008 Server SP2
IE7
GeoServer 2.3.1
OS District Mapping (Publicly and freely available map data at
http://www.ordnancesurvey.co.uk/oswebsite/products/os-vectormap-district/index.html).
OS SLD files (Publicly and freely available at
http://www.ordnancesurvey.co.uk/oswebsite/support/products/styled-layer-descriptors/index.html).
If any further detail is required, I would be more than happy to supply it.
Any help with getting this working would be appreciated.

Hum... at this point I guess it's a IE thing, none of the most active
developers is using Windows.

Just a bit of an update. Typically enough after spending several days being
frustrated by this behaviour I find this mailing list and post my situation
on it. About 30 minutes after my post I speak to a colleague about it and we
try connecting to GeoServer via my PC using IE9 rather than the instance of
IE7 on the server itself. Lo and behold it works first time. Was I a bit put
out?...maybe.
Although I haven't got the time on my project to verify our conclusion, we
suspect that the increased browser security on the Windows Server in IE
(even though I thought I had disabled it) may be messing with the GeoServer
functionality.
As it stands now (although not perfect) I can use GeoServer even if there is
a bit of swapping between machines to deal with file placement and
configuration.
