Goodmorning,

If I want to enable PostgreSQL and SQLite support in GRASS, should I enable them even in GDAL Level One (that is: first build of GDAL without GRASS support)?

PostgreSQL and SQLite support in GRASS are independent of such support in GDAL. The former is for attribute management, the latter for dealing with (importing/exporting) the spatial data contained in these databases.
