The upstream branch only contains the upstream source imported from the
tarball, the debian directory is maintained on the master & experimental
branches.
Currently the master branch is used for GRASS 6.4 which is included in
the Debian sid & jessie. The experimental branch is used for GRASS 7.

I suggest you create new branches under the grass/ prefix where you can
maintain the packaging for the grass70 & grass71 source packages
including in the GRASS PPA on Launchpad.
You can use a branch for each source package, i.e. grass/7.0 &
grass/7.1. If want to track the upstream development I suggest to use
the grass/upstream branch synced with the bzr repo using git-bzr(1).

PS: BTW, I applied your patch [1] in GRASS trunk (r64606) and relbr70 (r64607).

I would suggest to close it as 'wontfix', `dpkg-query` will not work
on Fedora and other non-debian distributions.
I have added extra check some time ago to `g.extension` which should
work on all supported platforms [1].

Any thoughts about the pager patch? I think it could be merged upstream
too, but it's as a bit distribution specific.
