There are 2 instances of portable.h in my Grass 6.1 CVS (today) instalation:
$ ls /usr/local/grass-6.1.cvs/include/
grass portable.h
$ ls /usr/local/grass-6.1.cvs/include/grass/ | grep portable.h
portable.h
Is this OK?

Probably.
I'm not sure whether it needs to be installed at all; none of the
other headers reference it. It may have been done for the benefit of
QGIS.
