If I'm not mistaken, project ideas need to be submitted along with the
organization application, due in 10 days. See item 7 on this list:
I would like to start drafting joint project ideas in the next week or
so, and have a couple of days left for review and submission.

Yes I believe OSGeo is currently working on applying to participate.

we are currently sorting out details of OSGeo application for GSoC, and
I definitely welcome collaboration with HOT team over the topics you
listed.
Once OSGeo applies and we get the results of Google selection, we can
set up a wiki page with shared ideas.All the best for HOT team for its first GSoC!
