This may seem a ridiculous question -
Can anyone tell me where I can obtain simple city boundary gis data?
I need city boundary gis data for cities in Santa Barbara County that I can download and import into GRASS.

You can fetch admin boundaries from OpenStreetMap here:

https://osm-boundaries.com/

(click on the small triangles to expand the list)

--> United States
     --> California
           --> Santa Barbara County

etc.

I see you already had answers - let me suggest a method for defining
city boundaries,
instead of using existing administrative and/or arbitrary boundaries,
