In fact they are, the osgeo4w installer uses parts of the native installer setup, and in addition runs its own scripts in the osgeo4w dir here:

typically a bug fix for one helps both.
Perhaps, OSGeo4W advanced install option could have an
option for installing the newer wingrass package by
Colin. This would make things a bit easier for the testers
too.
it's up to osgeo4w to rebuild their packages in their own way.
