What's installed here is 8.0.dev (837d2136b) from yesterday morning.

I can echo Helmut:
Freshly compiled 8.0-dev on Debian. I Imported the columbia dtm_35 tif and displayed the stats fine.

Without registering/login in www.epsg.org, by typing Washington in the search field and pressing the go button, I get CRSs: 385, starting with 4267, 26730,..., 32048, etc.
If the epsg.org Website isn't working for you, then it's better to ask their support.
