[GRASS5] 5.7-csv: new locations contain 3d info in WIND which is not supported yet

I have trouble with the creation of new locations.

In fact, it seems as if the inclusion of WIND3 into WIND is already
impplemented in the location creation, but not in g.region, yet. Do I
understand this correctly ? Any time table as to when a newly created region
becomes usable again ?
