[GRASS5] 5.7: removal of gui/tcltkgrass/

Hi,

if there are no objections, I'll remove
gui/tcltkgrass/ from GRASS 5.7 as the code
is maintained in d.m.

If needed, it can be retrieved from CVS attic.
