[GRASS5] [bug #2816] (grass) Some commands create database tables, some don't.

Some commands create database tables, some don't. But one cannot tell
at a glance which. Their documentation doesn't say so up front.
Which? Well start with all the v.* commands. Does "v.whatever help"
say up front, not deep down inferred, if the command is going to make
a database table?

Please report a detailed list of modules missing DB features
(sure that Radim knows well, but to get it documented somewhere).

Maybe, hopefully, someone else picks such list up to help Radim.
