[GRASS5] bugfix v.what, v.distance

Hi,

I have fixed the cmd mode of v.what for Linux, it didn't
output anything. Should be o.k. now.

Then I have added the same east_north parameter to
v.distance to get it v.what conform (now v.distance rus
fully scripted).
