[GRASS5] GRASS 5.0.0stable to be released soonish

Tcl/Tk version, head.<arch> settings etc) have slipped in, the result
could be completely unusable for some users.

I'm not concerned about it breaking if --with-nls is used; this *will*
fail on systems where dgettext() etc are in libintl rather than in
libc (e.g. Cygwin).

These changes are important. The bugs affected a lot of maps (though only 'dirty ones' ). The result is now final, unless further RC bugs appear.

I just compiled pre5.0 with

./configure --with-tcltk-includes=/usr/include/tcl8.3 --with-postgres-includes="
/usr/include/postgresql /usr/include/postgresql/internal" --with-freetype --with
-dbm --with-freetype-includes=/usr/include/freetype2 --with-readline

And everything seems to work perfectly up to now.

I'll do my best to find bugs
