GSIP-230 OGC API Features Extension

With the OGC API Features standard approved, and the recent availability of CQL2 the web service is now suitable for general use.

This is the end result of the sprint hosted by Camptotcamp, thanks for setting that up @groldan

It’s been 11 days, proposal accepted with 9 +1 and one missing vote, now assumed to be +0.
I’m going to merge the PR today. There is a build failure, but it looks like the usual (annoying) random maven lock one.

indeed I’ve noticed post merge that the OGC API features documentation didn’t get moved out
to services, but it’s still in community land.
