GSIP-238: UI / UX Refresh

It is getting a bit late in the GeoServer 3 project timeline, with the aim of having user interface changes in-hand in March, so documentation (soon in mkdocs) can be updated for April 15th.

The proposal is here:

Please read this over, and reply to this thread, or contact me directly. We have been having some really good success simplifying the html and css and the code base will be easier to maintain as a result.

I am keeping the proposal updated based on this experience, and initial feedback provided.

The proposal is now completed (and includes video and screen snaps):

With that in mind I would like to start the voting process:

As this is a GS3 activity I will push to get a response promptly to support collaboration. In the meantime there is a shared branch for collaboration, but we really need to involve main branch to peruse GS3 timeline.

aside: GeoTools has a 3 day rolling start for proposals, while GeoServer has snap decision for meetings.
