Q: Does it have sufficient real-world experience to be an extension?

This module has been available for use in 2.28.x series, so there may very well be production use to report. There is also the option of marking the plugin as “pending”, which publishes the plugin alongside GeoServer 3.

In the case of OIDC hanging out as a “pending” module would be an oppertunity to gain real world experience, and then be recognized as an extension in a future GeoServer 3.0.1 release.
