Frank, Markus,
this sounds reasonable and I support it.

But I did feel uncomfortable when I first read that we were going to
drop the project sponsorship program because of a weird US tax org
snag. With Frank's explanation and Markus comments it goes down a lot
better. What we should learn from this is that we must communicate
this kind of information more actively.

Maybe this is a new task for our reborn Outreach committee? I'd be
happy to pick up these things and post them through regular community
channels.

yes, to some extend we do that through the GFOSS.it in Italy, but
they can then only use the money within Italy.

Ok, that sounds very good.

While Daniel has expressed this as dropping the project
sponsorship program, I still like to think of it as suspending
the program with the possibility of re-instating it with terms
more acceptable to the IRS. Perhaps this would mean more
restricted things money can be spent on or stronger limits on
sponsors influencing how the money is spent.

With regards to general OSGeo communication, I propose that we consider doing something similar to the OSGeo-Live project. The OSGeo Live process is:

1. Someone drafts up a press release into a press release wiki page
2. Others are given a day or two to review
3. Press release is copied into an email to relevant lists (usually osgeo-discuss) and sometimes also copied into blog post(s).

I was thinking more regular comms from the board. No need for a press
release or review time before publishing. It is just a quick note
pointing to the logs and maybe highlighting one or two things that
stick out. Just one or two sentences and a link it enough. I would
like to make this a regular thing, comes each month, nothing special,
just keeps the flow of information.
