been reflected in the updated brochure
a) Have a sub-section for our FOSS4G event
b) Removes names in the credits on page-8 and
only mention marketing committee
c) Attend to minor edits in the brochure

That's possible, we can replace the embedded image in the SVG XML by a file
path, i.e. replace something like this:
If you are using Inkscape, it will let you select between these two when
putting an external image into the document.
The problem is that some programs won't follow these links and simply not
show the image. Inkscape seems to handle some paths well and some not, but
it can handle the absolute paths with file:// and relative paths without
file:// as in the example above. SVG format definition says this can be
IRI, so I suppose it can be anything. An example, although in a different
context shows relative path to a local file.

I would like to support the request from Venka.
Projects are doing the best they can to provide the requested informations to complete the incubation. Sometimes it also happen that we are at some weeks of the validation but it finally never occurs because of one reason or another. Sometimes, it is not directly linked to the project.
So I don’t see any reason to blame or downgrade the projects that are trying to complete their incubation.
I don’t think we should feel bad that some project take long time to incubate as it does not depend only on the project itself but also on the mentor dedication and availability. This may vary over the time and the two are not always in sync.

c) I see the need to attract more and more projects to incubate

This thread is now very far afield from the original subject ... But I
second Gerald's comments here. Sometimes it just takes a final push to
get things over the line, and 'downgrading' them or something similar
would just become a stumbling block to that. We should endeavor to
find out why projects are taking so long and offer help, not penalize
them.

Daniel this is not a (really not) a case of blame; but it is a case of transparency and communication.
It is a case of promoting appropriately - we have introduced a new thing, community projects, that better reflect where incubation projects are in the process. We are promoting community projects, including those that are in incubation as part of OSGeo.
Just because we are pulling additional projects (like geowebcache and pgrouting) into OSGeo does not automatically mean we are downgrading our projects that have committed to incubation.
I also think, that incubation takes often too long.
But it wouldn’t be fair to blame only the project or the mentors.
Sometimes it even takes weeks until the votes are collected to pass incubation
Pretty much everyone involved is doing it as volunteer and I think, that it just needs some push/reminder from time to time to both, mentors and projects, to continue the process.
Deadlines/milestones help to remember tasks. For example OSGeo Live releases are pushing my project every year to review documents and get things done before some deadlines.
The incubation commitee could for example require a status report every 4 or 6 months at specific dates.
It will probably help to get mentors and projects in sync and remind them, that there is something to do.
