/presentations might be a better url) with something similar to the EDU
content database. Specifically expecting people to upload their slides
to either their own website, slidshare, sribd etc. Note I think there is
a slideshare group for OSGeo so all the stuff tagged with OSGeo ends up
together.

Now you're making me wonder what the best way is to tie these physical files into a document management context with a bit of metadata. Hmm... I guess I should revisit our Library submission form on https://www.osgeo.org/node/add/content-library - perhaps opening it open for easier public use, though I think it's available to all registered users already.
