At OSCON this week a Google Summer of Code rep came by the OSGeo booth, and asked if we could please have OSGeo respond to her emails:
Per this person, Google SOC has been trying to pay OSGeo money owed since last summer’s program. Her contact is maryr@google.com; she says she has been writing Michael Smith at the treasurer@osgeo email address.
To be clear I am only the messenger here: response to me not needed, but to Google’s SOC rep.

This is all resolved. Google had a bad ACH payment address and there were difficulties in getting google to approve the changes. It was all resolved last week.
