The bottom line is that OSGeo encourages the use of the OSGeo logo to indicate use of OSGeo software. Your MOU with OSGeo would be a suitable reason for making use of OSGeo software.
Assuming you are using the logo on a website, please also link back to http://osgeo.org from the logo.
I'm CCing this email to the marketing committee, which I expect would be the best forum to discuss the OSGeo logo.
