New community module proposal: GWC Google Cloud Storage blob store

Hello GeoServer Developers,

I would like to propose the contribution of a new community module, gs-gwc-gcs-blob, providing a Google Cloud Storage BlobStore implementation.

The following GeoWebCache pull request is also pending acceptance:

Since both projects main branches have recently changed version, I’d like to backport to gwc 1.28.x and gs 2.28.x
