Newbie Compiling

I attempted to compile grass5.0beta6, dl'd from Baylor, on a Redhat 6.0 system.
The source code is located under /usr/local/src/grass5.0beta/

To answer the obvious question, I am compiling instead of using binaries because
my next project is to install a copy on a G3 Powerbook running LinuxPPC.
This installation is a warm-up for that.

Configure command:

./configure --prefix=/usr/local/grass --with-bindir=/usr/bin

Last two of the many lines output by that:

src/include/config.h is unchanged

Because I am a clueless newbie, I don't know what the above means.
I checked the files created by configure, they seem to be in good order. (AFAIK)
I do know that the "make install" is not running GISGEN, MAKELINKS, or POST_INSTALL, but I don't know why.
It is possible that I have not installed some rpm package from the RH CD that is required.
