The National Operational Hydrologic Remote Sensing Center (NOHRSC),
National Weather Service, National Oceanic and Atmospheric
Administration, U.S. Department of Commerce is seeking to fill a
senior-level vacancy in Minneapolis with a GS-13/14 ($47,920-$73,619)
Physical Scientist (GS-1301). The incumbent will be trained and
experienced in Geographic Information Systems (GIS) and the application
of GIS to remote sensing data sets. The NOHRSC is principally
responsible for: (1) generating and distributing airborne gamma
radiation snow water equivalent data, (2) using AVHRR, GOES, and SSM/I
satellite data to generate areal extent of snow cover data collected
over large portions of the U.S. and southern Canada, and (3)
implementing and maintaining GIS methodologies to incorporate
ground-based, airborne, and satellite snow data into the hydrologic
modeling and forecasting programs used by the National Weather Service
field offices. A large number of operational techniques and procedures
have been developed at the NOHRSC using the Geographic Resources
Analysis Support System (GRASS), the SPatial ANalysis System (SPANS), as
well as other commercial and public domain GISs.

The incumbent will work with other NOHRSC and NWS personnel and: (1)
provide the key leadership and systems management required to develop,
modify, test, document, implement, and maintain the field installation
of the NOHRSC GIS techniques and procedures used to process remotely
sensed snow data, (2) provide expertise on GIS data exchange,
conversion, and resampling methodologies required to support raster and
vector data exchange between different GISs and different applications,
(3) provide software implementation, testing, modification,
documentation and maintenance support required by the NOHRSC to fully
incorporate GIS techniques and procedures into the operational NWS
hydrology program, (4) provide guidance and expert level support on
technical issues associated with GIS database resolution, data
resampling algorithms, and data degradation schemes for multiple GIS and
digital image processing projects, and (5) support GIS applications for
use with a broad variety of satellite image data sets.

The incumbent should have: (1) expert knowledge, training, and
experience in GIS using multiple commercial and public domain software
systems, (2) a broad background in GIS applications to satellite remote
sensing data sets including AVHRR, GOES, SSM/I, and SAR, and (3)
advances knowledge, skills, and abilities in computer programming in
FORTRAN and C on UNIX-based workstations. Interested applicants should
