Current new lxd containers are being built on 22.04.

Now that 24.04 is the new stable, new containers should be based on that.

The first one to deploy after the image creation will be #3322

Okay I have created one osgeo-ubuntu-24.04 and osgeo-ubuntu-24.04-docker.

Need to test these out and then will launch for #3322.
