#3384: Strange tag behavior on discourse

On Discourse, when you are not logged in, you can't see posts with certain
tag, e.g. in anonymous browser window I don't see nay posts here:
Topics tagged grass
Also, a user reported that when he is logged in, and goes to that page, he
can only see his posts. So this seems to be related.
