Perparing workshop v3.0.1 Belem with Swedish language translation

The PR 252 of the pgRouting workshop is ready for review:

  • adds the Swedish language
  • Use of cmake 3.12
  • It will be the last Belem version of the workshop

Work for the Auckland version of the workshop will start soon on develop branch

The release v3.0.1 will be made soon by @krashish8
