Many +1 bring for sure a lot of motivation.
Though some sponsorship may be event better!
If you have a commercial project, that requires 64bit Windows binaries, maybe someone can afford to pay for it?
I know that Sanak is building the Windows binaries in his spare time, so recently my company (Georepublic) was able to sponsor Windows binaries that we needed for a customer and that are now available for everyone.

And can I join release 2.0 development(mainly Windows 64 bit porting)?

We currently do not have a plan for a release. In fact we do not have a developer that can do the release. I have spent a little bit of time trying to identify what needs to be done, but have had no time to work on it beyond the little bit of planning I have done.
I would agree that 2.0 should be targeted at PostgreSQL 9.x and PostGIS 2.0+ which probably means we should look into the new postgresql
CREATE EXTENSION pgrouting;
system for installation.
If any developer(s) would like to step up to this task or any of the release tasks, I'm willing to help out and share the effort and make sure we have come continuity of effort.
And as Daniel commented funding or sponsorship could help. The TRSP routing was customer funded and the core code development was done under contract by Ashraf (aka: Roni) in Bangladesh, a former GSoC student.
Or eventually, I will have to upgrade my systems to Postgresql 9+ and postGIS 2.0+ and be forced to figure this out in self-defense

I didn’t noticed about “extension”,
and release 2.0 really include lot of TODOs…
So, if windows 64bit demand is large and in a hurry,
I will try mingw 64bit build at first for quick approach,
and later try msvc(Microsoft Visual Studio C++) 64bit build for release 2.0.
(msvc approach will be require many source(.h/.c/.cpp) changes,
because of poor C99 support .etc, and it’s no longer packaging issue.)

Hi Pieter,
Current PostGIS 64 bit windows binary built with mingw 64,
and I think following build instruction was finally used.
http://trac.osgeo.org/postgis/wiki/DevWikiWinMingW64
In case of pgRouting, remove PostGIS specific instruction(GDAL/GEOS/GTK+ .etc) from above site,
and add pgRouting specific instruction(Boost/CGAL(with GMP)/GAUL).
Currently, I think that pgRouting mingw 64 bit build will be spent 3-5 days,
while msvc 64 bit build will be spent 20-30 days,
because msvc approach needs full analyzation of Shooting Star(use Boost Graph Library) algorithm,
and I have not enough knowledge about Boost Graph Library and C++ template technique.
