Perhaps it is not inconceivable to locate these schizophrenic commands under Both headings?
ie. The “Vector” menu could have a “Database” submenu with these commands, and…
The “Database Manager” could have a “Vector” submenu with these commands…
Perhaps this way we can all have our perfect "Pepsis"…
I actually do this in other CAD/GIS apps that have modifiable menus,
It can be strange sometimes how the brain works on a “track”.Just a thought.

I don’t think this is implemented in gis.m. You can part of the
functionality through “Show attribute data” button in the vector options
