In checking invalid links on

https://postgis.net

I was getting warnings about images we were linking from
http://2017.foss4g.org/

http://2016.foss4g.org

It appears neither of these support https access.

strk proposed using letsencrypt which is what we use for
https://postgis.net and https://debbie.postgis.net
