[SAC] 1st Meeting in a long time - May 2016

All,

Seems we have enough to talk about and plan that I'd like to start
trying to do 30-60 minutes or less meeting 1-2 times a month (min. 1/month).

I've started a page to catalog the agenda. Will send out a poll for time
and dates later this week. Aiming to meet maybe next week, at least to
cover urgent topics.

Thanks Alex, just in time: the OSGeo Board agreed with setting up
a T&M contract for continuous services maintainance, the OSGeo president
(Venkatesh Raghavan aka venka) will attend our meeting as the only officer
who can sign such contract, so I'd recommend to move that point as
early as possible in the schedule.

I'm not actually available today... something came up with work.

I'd also like this weekend to straighten out the agenda, and get all our
recent notes about budgets etc. up on the wiki.

In anticipation of the upcoming meeting, I see 2 major topics.

1. Handling the wiki Spam
2. Creating a system for soliciting and approving paid work on systems.

For #2 I would appreciate if people can brainstorm, and write down
options before the meeting. Just make a spot on the agenda page a put
down what you think is a viable method.

For instance should we be looking for an Emergency response retainer
(suggested by Jeff M. in the past), or rather to have things like
implementation of new features.
What should be the cap on amounts for these contracts?
How do we solicit bids?
If a SAC member submits, do we just have all other members vote?
How much of the total SAC budget should be for these kinds of contracts
vs other uses?

Hmm, maybe a list of questions to answer is the place to start.

I think it is key to have a responsible figure to coordinate general
maintainance: document services, hardware and procedures;
organize volunteers; promptly respond to tickets and emergencies;
reasearch on improving the infrastructure.

This is not something that can be done only on emergencies, IMHO.

A contract for an amount of hours would give us the possibility to
see how it works out. We could make it limited in time, like 130 hours
to be spent in max 3 months (would allow for 10 hours per week).

The current SAC budget for 2016 could hardly buy those many hours
though, so if we want to go that route we'll probably need to ask for
more, or reduce the effort:

It will help to have a view on the past expenses.

less than 13K USD. If we had to only spend in sysadmin time it would
allow for ~1K USD month. That's ~885 EUR. How much sysadmin time can
that amount buy ? At the rate QGIS is currently offering to bugfixers
that'd make less than 10 hours per month. Is that enough to improve
the infrastructural situation ? I don't believe so.

Just thought it might be worth noting, as one of the more recent paid OSGeo contractors, we ended up working from a bid amount for the specific task.

While we missed our estimate by quite a bit internally, that process provided OSGeo with some useful certainty around how much money was required to solve a particular problem.

Perhaps it’s worth applying a similar model here, at least when it comes to specific things? If nothing else, it also serves to demonstrate to the board where additional funding would be applied, specifically.
