[SAC] Budget for FOSS4G MaiChimp account

Dear SAC people,

Please be aware about this thread [1] on the Conference Committee mailing list regarding the MailChimp account used for FOSS4G communication. Apparently, on the conference committee side, we all agree that transferring MailChip account used for FOSS4G conference to OSGeo makes sense. Please review this and if you also agree, please add this to your yearly budget.

Thanks for forwarding. We will discuss at our meeting this week. I
anticipate that this is something that can be transferred to SAC, and
our responsibility is to pay/budget for it, and ensure each new LOC gets
proper access to it.
