[SAC] Cache setting on VMs for OSGeo

I've been experimenting with performance tweaks on my own ganeti
cluster. Noticed that our setup at osuosl has cache set to default. I'd
like to try changing that to none or writeback (whichever you recommend)
for the qgis.osgeo.osuosl.org VM to see if we can get the iowait reduced.

That would require a restart and I would probably go with writeback
first. Let us know when you'd like to make this change.
