Yes, running of Drupal, Wordpress or something similar is covered under
SAC budget, as we already cover this and no additional hardware is required.

I setup the draft EOI here. If someone from SAC can take a look at the
relevant portions about technology used that would be great. Alot of
this is copied from a similar procurement I did at the World Bank, so
is not all relevant. I've added strikeout to some sections that
