I don’t mind acting as a volunteer on SAC for this purpose (I can manage a Jira, but my policy would be a very simple “give project PSC admin access”). Jira may offer LDAP integration but I would be uncomfortable hooking that up to OSGeo LDAP in the short term.

I am at foss4gna trying to sort this out - would setting up a cloud instance at osgeo.atliassian.net be an appropriate use of “osgeo”. We can make sure the logo and link back to osgeo.org is visible.

Sorry, I didn't get to reading through this until now. To make sure I
understand the end files are something that can be imported into a JIRA
instance somewhere else?

Yeah. We can either create a new JIRA DB from them, or upload the XML files to a JIRA instance if the database isn't directly accessible.
