[SAC] Default SAC Ticket Assignment

Folks,

After some discussion with Howard, I have modified the SAC component
in the OSGeo Trac so that by default new tickets are assigned to
sac@lists.osgeo.org instead of to hobu.

The intention of this is that any sac member with appropriate access,
skills and time availability can take on responsibility for a ticket when
it is created. That is, if you see a ticket that comes through on the list,
and you are willing and able to handle it - please do! Just go into the
ticket and reassign it to yourself with an appropriate notation in the
comments.

I'm hoping this will ensure that high priority issues don't end up just
sitting around waiting for Howard to address or reassign them - for instance
if he is *shudder* on vacation.

Communal system administration ... we will see how that goes!

I went on vacation to Italy and Switzerland once... came home to water from the toilet raining down on my desk and computers and totaling 1/4 of my house. So, I may not be going on vacation for a while, but if I do, you guys should be ready :slight_smile:

At any rate, if you see something that you can pick up, please do. If you're *interested* in picking something up, let us know and we'll give you privs to do what you need. We only ask that you wikify your steps and not fat-finger things.

If you have any doubt about how big a change might be or know that it might potentially impact a number of things, reflect it back to the list ala typical project PSC rules.
