[SAC] drone.osgeo.org up and running

FYI: the drone.osgeo.org service is up and running.
It is currently configured to build geos/geos (now officially under
gogs), postgis/postgis (mirror) and rttopo/librttopo (officially under
gogs from the start).

The CI service relies on people to donate agents (build slaves).
There are currently 3 known such slaves:

- One on my development machine
- One on Regina's jenkins machine (debbie.postgis.net)
- One on Björn's VPS (or something similar)

Running an agent is a matter of running a docker container.
Scripts to run the docker with appropriate configuration are
currently stored in a private repository under Gogs:

strangely this URL [1] leads to GeoTools website... Anyone facing to

It did it for me once, but now it redirects to https instead.

I've tried to cleanup the apache configs, but maybe someone else
may want to take a second look.
