Finally got time to do this for the upcoming QGIS 2.16 release and next GeoServer release. However I am quite limited in what can be accomplished at the ‘Member’ level. I am requesting ‘Admin’ level membership (don’t think I need Agent level).

Upon, Admin level access, I will create Members relative to the package signing needs, but I can not create the Developer ID needed for each project, e.g. QGIS or GeoServer, as that is an Agent-level operation.
Also, as the Agent, you will need to OK recent Apple license changes, or I can not do anything with the account, create certs, etc.

Just got the DUNS number but the email states I have to wait 24-48 hours before it can be used. I’ll try the Apple Dev program tomorrow at this time to check. Hopefully that will work.

Looks like I have to register OSGeo with Dun and Bradstreet to get a DUNS number for the membership. I’ve just submitted the DUNS request and will let you know when I get a number to continue the Apple Developer account process.
Thanks for the update. I’ll be working on code-signing and Mac bundling at the QGIS hackfest later this week (27th-29th), specifically towards migrating QGIS from 2.x to 3.x. Would be good to get something rolling by then. If not, no major problem, as I have a personal account I can use for generating interim certs to use for the Mac nightlies.
