[SAC] Gogs upgraded from 0.9.68 to 0.9.97

I've upgraded Gogs from a version 0.9.68.0807
to version 0.9.97.0901

The new version includes fixes to some bugs spotted by early
users (Bjorn, your PR subject editing should work now) and
a good amount of new fetaures, including web-based file
editor UI and web-hooks on pull-request (could these be
used for example for automatically opening a trac ticket?).

False start: 0.9.97 was found to prevent new users login,
so we're now back at 0.9.68.

If you want to follow (or even better: help) with resolution,
here's the upstream ticket:

Jeff McKenna should be filing a ticket on the ad-hoc tracker
https://git.osgeo.org/gogs/sac/gogs-service/issues
( please cross-reference the two tickets for upgrading on resolution )
