I've been thinking we could allow any OSGeo user
to send the mantra to someone else by entering
the new user email into a web form.
Kind of an by-invite registration process.
What would you think about such policy ?

Good point. What if we only accept "invitations" from
users that are part of some LDAP group (project, commettee) ?
That way a new user could ask people from a specific community
for an invitation.
