[SAC] Infrastructure down

Hi SAC,

I'm just reporting that the OSGeo infrastructure is down now (svn, trac,
osgeo.org), reported by users in #osgeo at 9am EST.

Yesterday I also noticed a 3 hour mail delay from lists.osgeo.org mailman.

If this is all related to the server switchover, maybe we should send a
message to [discuss] to let users know that there will be intermittent
outages.

Jeff,

The service disruptions are not caused by the migration but are motivating
the migration. We don't entirely understand the problems, but we basically
baby things along restarting apache and killing extraneous things when
service degrades.
