A mailing list users mentioned in IRC that the mailing lists are not sending mails directly "to" the recipient and therefore tend to get lost through some spam filters.
Is this a global setting that can be changed?

I think that's how Mailman works. I don't see a setting to change it. I would suggest opening a Google account for mailing list mail if the person can't configure his/her spam filters.
