Anyone else on SAC know how we could ban his IP?

down deep, besides iptables you could always add a line to
/etc/hosts.deny on the appropriate server:

ALL: 10.20.30.40 : DENY

up top, mediawiki lets you block by IP; dunno about drupal, but
maybe this helps: http://drupal.org/node/68473#comment-128438
