[SAC] Motion: Add Chris Schmidt to osgeo1 wheel

All,

I move to add Chris Schmidt to the osgeo1 wheel group. Adding Chris to the osgeo1 wheel group will allow us to take advantage of his notorious availability :slight_smile: Also, he's planning to investigate more fully some of our loading issues and why things periodically hork.
