[SAC] [MOTION] Grant sysadmin contract to Martin Spott

This is an official motion to grant a contract for 50 hours
of sysadmin work on OSGeo machines to Martin Spott (via his employer)
for a total of 5000 EUR.

The work will consist in going through trac tickets in priority order
and close as many as possible while documenting proceedings and
suggesting more actions as they are found useful.

think we need to clarify the main topics of interest, SSL and LDAP seem
to be 2 of the bigs things, followed by system configuration issues like
download disk space, retiring osgeo4, containers or virtualization on
osgeo6. We should also clarify if we want the hours to go as fast as
possible or have some expectation of a time window under which it will
be done.

Also should time spent on normal management and monitoring be excluded,
system updates, backups etc?

report from the Treasurer making sure we actually have the amount for
this within our current budget. Hopefully I'll have those numbers before
the meeting tomorrow.

The current OSGeo president told me yesterday that she believes having
sent the signed contract last week. Did you receive it ?

Martin: do you confirm your company signed it already ?

Motion passed on November 15, which is 2 montsh and 10 days ago.
2+ sysadmin contracts could have been _performed_ in this time,
we must improve execution times here...

Our copany signed the contract late in December and I confirm we recently
recieved a copy signed by OSGeo. Unfortunately this coincidenced with a
peak in preparation workload for a meeting this monday, but I'm confident
I'll be able to start reviewing and working on open items shortly
afterwards.

Until then our administration should - hopefully - have set things up so I
can log working hours.
