argument comes in proceed. This potentially involves manually
deactivating this setting in all lists.
Passwords should be generated automatically when subscribing and be
sent only when requested - until we have found a better way of doing it.

We should make a note to make this default on new lists.
Anyone know if it can be done in batch on all the lists, everything I
can find is on a per list basis?
