[SAC] Nominate Sandro Santilli for root permissions on the "tracsvn" VM

Hi

I'm nominating Sandro Santilli (OSGeo "strk") for superuser permissions
on the "tracsvn" VM so he can provide support for Trac-related work and
other tasks.

Seems we have +5 with no objections. So Sandro is approved.

Please make sure he's invited/subscribed to the SAC email list and add
his name on the appropriate wiki pages.

I suppose we should also ask if he's interested in becoming an official
member of SAC (or does getting admin privileges make you one?).

OT: seems we really need to meet and formalize some process issues.

I'm subscribed already, and just added my name in:

I'm not really interested in formalities at this moment.
All I'm trying to do is bring the PostGIS boat past the mermaids
and octopuses calling from the proprietary code hoster out there.
