#105: Setup anonymous rsync mirroring for download.osgeo.org

I believe we should setup rsync on download.osgeo.org so that the download
site can be anonymously mirrored. One initial use of this would be to
maintain a backup mirror, possibly on the secondary peer1 machine, but
eventually folks might want to maintain local mirrors in other parts of
the world.
I'm hoping someone with anonymous rsync setup experience will step in to
take this ticket. If not, I will ask Mateusz to do it on behalf of GDAL
as I'm quite nervous not having a download tree backup.
